Spotlight on Service: Paul Mattingly, FAIC, CPC
The American Council for Construction Education (ACCE) is proud to recognize Paul Mattingly, a distinguished leader whose decades of service to the construction industry and education accreditation continue to shape the next generation of professionals.
Industry Leadership
With more than 30 years of experience in construction operations, project management, and business development, Paul has been instrumental in expanding opportunities within the field. As Senior Vice President at Congleton-Hacker Company, he guided the company’s Louisville operations—first through PMCH Constructors and later through full integration into Congleton-Hacker—demonstrating both entrepreneurial vision and operational expertise. http://www.congleton-hacker.com.
Advancing Construction Education through ACCE
Paul’s commitment to education and accreditation runs deep. As a Practitioner Trustee on ACCE’s Board of Trustees, he represents the industry’s perspective in shaping accreditation standards, ensuring they remain rigorous, relevant, and aligned with workforce needs.
He also serves as Chair of ACCE’s Construction Industry Forum, an annual event that bridges academia and industry. At the February 2025 mid-year conference in Las Colinas, Paul—together with Vice Chair Geno Hogan—led discussions on innovation, workforce development, and the evolving construction–education partnership.
In addition, Paul contributes as a Program Mentor, Accreditation Committee Member, and Visiting Team Member, roles that place him directly in the accreditation process, where he mentors institutions and supports program quality nationwide.
Industry Leadership and Credentials
Paul’s professional impact extends to the American Institute of Constructors (AIC), where he has served as Past President, Past Treasurer, and Board Member. As a Fellow of AIC and one of the earliest Certified Professional Constructors (CPC #044), he continues to advance professional certification standards while contributing to long-range planning and committee leadership.
Paul also served on the Board of Directors and as Past-President for Associated General Contractors (AGC) of Kentucky.

Paul resides in Louisville, KY, with his wife of over 43 years, Cindy, and enjoys golf, gardening, and spending time with his family, including two grandchildren, Roman and Vincent.
